Water Services Manager
Mr. Cain is the Manager of Water Services Department of Shelby County, which includes more than 11,000 retail accounts. Shelby County also provides a substantial amount of wholesale water to the systems that serve Alabaster, Pelham, and Sterrett-Vandiver.
Prior to being promoted to Manager of Water Services, Mr. Cain has served Shelby County in the Water Services Department as Senior Civil Engineer since 2007. His primary responsibilities were reviewing water system designs, construction management over several capital improvement projects for the water system, development of hydraulic models to be used by the system, and other operational matters dealing with water quality and regulatory issues.
Prior to joining Shelby County, Mr. Cain had worked in the private sector for a large local engineering firm and a national engineering firm focusing primarily on water and wastewater treatment design and construction. He had also worked with a Birmingham based contractor as a project manager, project engineer, and estimator for construction and of water and wastewater projects and design/build projects in the municipal & commercial work.
Mr. Cain currently serves on the North Shelby Wastewater System Rate Review Board and the Shelby County Governmental Utility Service Corporation.
Mr. Cain has a Bachelor of Civil Engineering from Auburn University and is a registered Professional Engineer in the state of Alabama. He also holds a Grade 4 Water Treatment Operator’s License with the state of Alabama and is a Certified Construction Contract Administrator and Construction Document Technologist with the Construction Specification Institute.
Mr. Cain is a native of Birmingham and currently lives in Shelby County with his wife Elizabeth Cain. They have one daughter.
